Vietnam's Ministry of Construction and France's Ministry of Transport signed a Letter of Intent on cooperation in the transport sector

On May 26, 2025, within the framework of French President Emmanuel Macron’s visit to Vietnam, the Vietnamese Ministry of Construction and the French Ministry of Transport signed a Letter of Intent on promoting cooperation in the field of transport sector.

In the presence of Vietnamese President Luong Cuong and French President Emmanuel Macron, Minister of Construction Trần Hồng Minh and French Ambassador to Vietnam Olivier Brochet signed a Letter of Intent between the Ministry of Construction of Việt Nam and the Ministry of Transport of France to promote cooperation in transport sector.

The signing aims to implement the Joint Statement on the establishment of a Comprehensive Strategic Partnership between Vietnam and France issued on October 7, 2024, during the visit to France by General Secretary and President To Lam, reflecting the determination of the two sides to boost cooperation in the fields of aviation, maritime, waterways and railways.

Also within the framework of the French President’s visit to Vietnam, on May 27th, Deputy Minister of Construction Nguyễn Danh Huy had a working session in Hà Nội with Director General of the French Development Agency (AFD) Rémy Rioux and representatives of the European Union Delegation in Việt Nam to discuss cooperation in transport and construction.

The EU and French sides shared their orientation and plans to support Vietnam’s green transition, including grants to help reduce emissions in the transport sector.

Deputy Minister of Construction Nguyen Danh Huy, AFD General Director Remy Rioux and SNCFI President Diego Diaz signed the Memorandum of Understanding.

Deputy Minister Huy commended the AFD’s collaboration with Vietnam in the transport sector through implementing railway projects and promoting energy efficiency and low-carbon development in buildings toward sustainable urban development.

He proposed that the EU and France support the Ministry of Construction in implementing energy transition initiatives in transport, greenhouse gas mitigation, and climate change response, contributing to Việt Nam’s commitment to achieving net-zero emissions by 2050, as pledged at COP26.

At the end of the working session, Deputy Minister of Construction Nguyen Danh Huy, General Director of AFD Remy Rioux, and Chairman of SNCFI Diego Diaz signed a Memorandum of Understanding between the Ministry of Construction of Vietnam, the French Development Agency and the French National Railways International Corporation on strengthening the capacity of the Ministry of Construction's management staff in the railway sector.
