The Minister of Construction has issued a telegram requiring 11 localities and related project management units to focus on resolving obstacles and accelerating the progress of public investment disbursement.

The Ministry of Construction's public investment disbursement rate in the first four months of 2025 is lower than the same period last year.
The localities mentioned in the directive include Lang Son, Yen Bai, Tuyen Quang, Phu Tho, Ninh Binh, Ha Tinh, Quang Binh, Quang Tri, Dak Lak, Dong Thap and Da Nang.
As of the end of April, the Ministry of Construction’s disbursement rate reached only 15.88% - lower than the same period last year (20.97%).
Many projects in localities have very slow disbursement progress, with 6 projects having extremely low disbursement rates, and some projects having not yet implemented disbursement at all.
To achieve the goal of 100% disbursement of the 2025 capital plan, the minister of construction requires localities to urgently implement flexible, timely and effective solutions to expedite disbursement.
At the same time, project management units must ensure construction quality, avoid waste and legal violations.
The ministry also requires accelerating site clearance work and handing over clean sites to construction contractors to ensure project implementation schedules.
Notably, the ministry warns it will recommend halting projects that cannot be completed on schedule, especially those for which deadlines have been extended.
