Deputy Minister Nguyen Xuan Sang joined the official delegation accompanying Prime Minister Pham Minh Chinh to attend the 3rd United Nations Ocean Conference (UNOC3) and paid official visits to Estonia, France and Sweden from June 5-13.

On June 9th, 2025, Deputy Minister Nguyen Xuan Sang accompanied the Prime Minister to attend the 3rd United Nations Ocean Conference, Summit Forum on Deltas Affected by Climate Change.

Deputy Minister Nguyen Xuan Sang witnessed the signing ceremony of cooperation documents between Vietnam National Shipping Lines and the Port of Tallinn.

At these conferences, Vietnam affirmed its policy of promoting all potentials from the sea on the basis of preserving and sustainably using the sea and marine resources, comprehensively developing marine industries and occupations with a rich, modern, sustainable and effective structure. This spirit has been expressed in high-level political documents such as: Resolution 24-NQ/TW on proactively responding to climate change, strengthening resource management and environmental protection; Resolution 36-NQ/TW on the strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; Decision No. 876/QD-TTg dated July 22, 2022 of the Prime Minister approving the Action Program on energy transition, reducing carbon and methane emissions in the transport sector; Decision No. 2027/QD-BGTVT dated October 29, 2020 of the Minister of Transport (now the Ministry of Construction) approved the Green Port Development Project in Vietnam; which sets out the goals of reducing greenhouse gases from ships, maintaining and restoring essential maritime transport value chains and developing maritime transport systems, port systems, marine and coastal infrastructure, coastal and marine planning to ensure sustainable development and adapt to climate change, especially rising sea levels.

Also during the working trip, the Prime Minister witnessed the signing/handing over of cooperation documents in the field of transport, including: (i) Funding agreement between Vietnam Air Traffic Management Corporation (VATM) and the Swedish Development Fund (Swedfund) on the Research Project to assess the possibility of deploying and integrating a System Wide Information Management (SWIM) and a remote air traffic control station in Vietnam, (ii) Memorandum of Understanding between Vietnam Maritime University and World Maritime University, Sweden, on enhancing cooperation in the field of maritime training and education and scientific research coordination.

The signed documents create a framework for Vietnamese agencies to enhance and expand cooperation opportunities with Swedish partners through improving the quality of human resources in the maritime field, air traffic management capacity, and electronic information in the aviation field.

Prime Minister Pham Minh Chinh witnessed the exchange of cooperation documents between Vietnam Air Traffic Management Corporation and the Swedish Development Fund.

Within the framework of his visit and work in European countries, Deputy Minister Nguyen Xuan Sang also accompanied Prime Minister Pham Minh Chinh to participate in bilateral activities in Estonia, France and Sweden.

Prime Minister Pham Minh Chinh witnessed the exchange of cooperation documents between Vietnam Maritime University and World Maritime University.

The working trip was successfully concluded and achieved remarable results, strengthening cooperation in the fields of construction and transportation between Vietnam and Estonia, France and Sweden, especially in the fields of maritime, aviation and railway, opening up opportunities for cooperation between businesses of all sides; contributing to enhancing the role and position of Vietnam in the maritime field at important international multilateral forums such as the United Nations and IMO.
