Minister of Construction Tran Hong Minh had a meeting and worked with the Asian Development Bank (ADB) Country Director for Vietnam Shantanu Chakraborty and members of the delegation on June 5th, 2025.
Shantanu Chakraborty highlighted the effective cooperation between the Ministry of Construction and ADB, and said that currently, ADB's Vietnam Country Partnership Strategy for the 2023-2026 period is completely consistent with the Government's priorities, focusing on two strategic pillars: green transformation and private sector development.

According to Mr. Shantanu Chakraborty, on the sidelines of the 4th Summit of the Partnership Forum for Green Growth and the Global Goals 2030 (last April), ADB and the Ministry of Finance of Vietnam signed a loan from ADB to CRIEM2 in the presence of Prime Minister Pham Minh Chinh. Therefore, ADB expects to expand its close partnership with the Ministry of Construction and through the working program with Minister Tran Hong Minh, he hopes to fully identify the priority target programs of the Ministry of Construction.
ADB is ready to support the Ministry of Construction and Vietnam in implementing large scale transformational projects with various lending modalities beyond project loans, such as Policy-Based Loans (PBL), Project Readiness Finance (PRF), Mr. Shantanu Chakraborty emphasized.

Mr. Shantanu Chakraborty proposed that the two sides soon sign a Memorandum of Understanding (have completed discussions and agreed on cooperation contents), to serve as a basis for further promoting cooperation in the coming time.
Speaking at the meeting, Minister Tran Hong Minh welcomed ADB's interest in promoting cooperation in mega-transport projects and urban infrastructure development in Vietnam, and praised the ADB’s role and contributions to Vietnam's socio-economic development especially in poverty reduction, gender equality, and support for development in remote areas.

Currently, Vietnam is focusing on improving state management capacity in the fields of water supply and wastewater treatment; smart urban development; green growth… those areas with great potential for cooperation between the two sides in the coming time - Minister Tran Hong Minh shared.

Vietnam is currently implementing the policy of increasing decentralization to localities many transport projects, including railway projects. Therefore, ADB can proactively work with localities to establish cooperation programs and implement these projects, Minh said.
At the end of the meeting, Minister Tran Hong Minh and ADB Country Director in Vietnam Shantanu Chakraborty agreed to further promote the cooperation between the Ministry of Construction and ADB in the coming time.
