A bilateral meeting between Vietnamese Minister of Construction Tran Hong Minh and Korean Minister of Land, Infrastructure and Transport (MOLIT) Park Sangwoo was held in Hanoi, on March 31st, in the presence of leaders of units under the two ministries and railway and urban sectors businesses of both countries.

Vietnam-RoK relations have developed strongly and deeply in various fields: politics and diplomacy, economics, trade, construction, transportation, education, tourism, culture, and sports. The merger of the Ministry of Construction and the Ministry of Transport would create favorable conditions for the cooperative relationship between the Vietnamese Ministry of Construction and the Korean Ministry of Land, Infrastructure and Transport strongly and comprehensively.
From importing technology from France, the RoK has, through research and development efforts, become the fourth country in the world to master high-speed rail technology, gaining international recognition in the industry. The RoK even exported the railway technology to many countries around the world.

Emphasizing the effective cooperation between Vietnam and Korea in the field of transportation, especially railways, Park affirmed that Korea was always ready to expand and strengthen cooperation, train human resources, and transfer locomotive/carriage production technology to help Vietnam successfully implement the North-South high-speed railway project.
Speaking at the meeting, on behalf of the leaders of the Ministry of Construction, Minister Tran Hong Minh expressed his deep condolences to the Government and people of Korea for the damage and loss caused by the forest fire that occurred in some areas in the southeast of Korea recently.

“Vietnam-RoK relation have been constantly developing and achieving remarkable milestones since the establishment diplomatic relations in 1992. In the transportation sector, the RoK is Vietnam’s second largest bilateral donor. In the field of urban and housing, MOLIT has actively supported training and experience sharing to help the Vietnamese Ministry of Construction in the process of researching and developing the Housing Law and the revised Law on Real Estate Business in 2023,” said Minh.
The Ministry of Construction welcomes MOLIT's support and funding for the implementation of a number of smart urban development programs and projects within the framework of the K-City Network in a number of provinces and regions of Vietnam such as the Mekong Delta, Hai Phong City, Ho Chi Minh City, and Hue City. Korean enterprises have achieved many successes in investing and developing new, modern, smart urban areas in many provinces and cities of Vietnam.

Korea is one of the pioneering countries in Asia in researching, investing and exploiting high-speed railways and being a typical example in transferring and mastering high-speed railway development technology. Minister Tran Hong Minh expressed Vietnam’s desire to learn from the RoK experience, particularly in technology transfer, and in mastering railway development and operations.
To further enhance the effectiveness of cooperation between the two sides, Minister Tran Hong Minh proposed that Korea continued to research and provide ODA capital for Vietnam's railway infrastructure projects; created favorable conditions to accelerate the progress of the project to renovate weak bridges and connecting bridges on national highways (Phase II), and the technical assistance project "Building an integrated management system based on the construction monitoring system for cable-stayed bridges in Vietnam"; technical assistance on smart city and social housing; building legal policies; building and applying systems of standards and regulations for electrified railways; igh-speed railways, smart transportation, energy conversion, developing green and energy-saving infrastructure; human resource training, especially railway human resource to meet the increasing needs of the Vietnamese railway industry in the coming time.
