Deputy Prime Minister Tran Hong Ha chaired a meeting in Ha Noi on May 13 to review progress on research and investment proposals for expanding the sections of the eastern North–South Expressway that were developed during the 2017–2020 and 2021–2025 phases, aiming for completion to meet full expressway standards.

Concluding the meeting, Deputy PM Tran Hong Ha requested that the Ministry of Construction and relevant consultants continue updating data on expressway sections requiring priority investment to meet safety standards, accommodate growing transport volumes, and optimise operational efficiency. He also called for the inclusion of expressway sections currently under construction in the expansion plans to ensure their completion to full specifications.
The deputy PM assigned the Ministry of Construction to take the lead, in coordination with other ministries and agencies, in urgently preparing the necessary documentation and procedures for submission to competent authorities and the National Assembly.
This is to seek approval for adjustments to the investment policy for the 2021–2025 phase of the North–South Expressway and to extend special mechanisms and policies applicable to specific sections along the eastern corridor.
He also instructed the Ministry of Construction to work closely with the Ministry of Finance to study and propose plans for auctioning the right to operate fully completed expressway sections, thereby mobilising funding sources for future expansion works.
